Belén Pablos Panés
Belén is currently Managing Partner of the Public Law and Regulated Sectors department at Lener, where she joined in 2026. Belén specialises in the Infrastructure and Energy sector.
She has advised leading institutional investors, both domestic and international, as well as promoters, developers and other operators in the sector, on the promotion, development, construction and execution of generation projects (photovoltaic, wind and hydroelectric power plants), hybridisation and energy storage projects, as well as on energy distribution and commercialisation, from both renewable and conventional sources.
She combines her professional work with teaching. She has been a lecturer at the Universidad Autónoma de Madrid (UAM) in the subjects of public procurement and compulsory expropriation, as well as in the Energy Master’s programme at the Club Español de la Energía. She has also delivered training courses on the Public Sector Contracts Act at the Alcobendas City Council.
Former candidate for the Notaries Corps and author of various legal-scientific publications (Diario La Ley, Wolters Kluwer, Civitas, Thomson Reuters), speaker at institutions and events, collaborating member of the Public Procurement Observatory (ObCP) and the Spanish Association of Women in Energy (AEMENER).
