Lener is strengthening its Public Law practice with the appointment of Belén Pablos as a partner and head of the practice. Based in the Madrid office, she will lead the practice globally, bolstering Lener’s capabilities in strategic sectors such as infrastructure and energy. Her arrival brings a highly specialised profile to the firm, with a solid track record of advising national and international business groups on the development of their investments in Spain.
Throughout his career, he has been involved in projects related to renewable energy—including solar, wind, hydro and biomass—as well as in hybridisation and energy storage initiatives. His expertise also extends to other strategic sectors, such as the rail industry.
His profile is rounded off by in-depth knowledge of public procurement and administrative litigation procedures. He also has extensive experience in advising public authorities.
Prior to joining Lener, she was a partner specialising in public law and regulated sectors at ITER Law, where she had previously headed the Infrastructure and Energy practice. She has also worked at firms such as PwC and CMS Albiñana & Suárez de Lezo, advising domestic companies and multinational groups in strategic sectors.
The appointment of Belén Pablos is part of the firm’s strategy to drive growth in the Public Law practice, a key area for Lener. The firm has offices in six cities—Madrid, Barcelona, Oviedo, Vigo, Seville and Valladolid—enabling it to maintain close and direct contact with regional and local authorities across Spain, thereby strengthening its client-focused approach based on in-depth local knowledge.

Lener’s new partner combines her professional career with an outstanding academic record. She is a lecturer on the Master’s in Energy programme at the Spanish Energy Club and has taught at the Autonomous University of Madrid on subjects relating to public procurement and compulsory purchase. She has also delivered specialist training for local authorities and has spoken at various legal institutions.
She is also a member of AEMENER (the Spanish Association of Women in Energy) and a collaborating member of the Public Procurement Observatory (OBCP).
